UC3 advocates for Utah’s cities and counties through a constitutional framework rooted in the principles of freedom. We are committed to amplifying the voices and safeguarding our clients’ authority in interactions with state and federal officials and agencies. Our mission is to empower local municipalities to preserve and enhance the freedom and prosperity of their communities.

Sarah Davenport-Smith

Sarah Davenport-Smith is a dedicated wife, mother, and accomplished professional with extensive expertise in government relations, municipal funding, and executive leadership. As a business owner, executive life coach, and former city council member, she has collaborated with local governments and non-profit organizations for over 21 years.

Sarah has successfully guided her clients in promoting, passing, and halting various legislative initiatives, as well as securing over $50 million in grants and appropriations.

Bernadette Brockman serves as a Lobbyist, Policy Analyst, and Trainer for UC3. She retired from the military after 27 years of service, including roles as a company commander, battalion training officer, and participant in joint multinational operations in Ukraine. Bernadette later focused on supporting victims of sexual assault as a victim advocate and the Sexual Assault Response Coordinator for the Utah National Guard.

Post-retirement, Bernadette became active in her community, serving as a Utah state and county delegate and collaborating with local groups. She excels in legislative analysis, policy research, and presenting to elected officials. A member of the Women’s Republican Club of Salt Lake County, she is currently training to become a certified parliamentarian, bringing extensive leadership and public service experience to her work.

Bernadette Brockman

Bill Lee

Bill Lee was born in Salt Lake City and raised in Bountiful, Utah. After completing an LDS mission, he pursued a degree in Political Science at Brigham Young University, where he met his wife, Karen. Together, they are the proud parents of seven children. Bill has owned or partnered in construction companies specializing in heating and air conditioning. A lifelong political enthusiast, he played a key role in helping Senator Mike Lee win his first Senate election and later served as the Senator’s Deputy State Director.

Encouraged by citizens, Bill successfully ran for a County Commission seat, serving two terms representing Utah County. Bill’s dedication to good governance stems from a profound respect for the U.S. Constitution and the Utah State Constitution. He is known for standing firm on principles and fighting for meaningful causes, even when it comes at a political cost.

Heather Valeria Eder serves as our Government Relations Assistant and Client Relations Coordinator, overseeing scheduling, communication management, and fostering relationships between Sarah, her clients, and elected representatives. Heather previously collaborated with Sarah during her lobbying efforts in Washington State and continued to work alongside her during Sarah’s inaugural year in Utah.

With a diverse professional background, Heather brings a distinctive blend of skills and training, including expertise in coaching and team building. Her passion for government and community engagement aligns seamlessly with UC3’s core values, making her an invaluable member of our team.
